Plan shows Fay Ave., Ethel Ave. and Palmer Ave. coming off of what is Park Ave. in Peabody, though the actual streets come off Perkins Street. The Park Ave. that the streets appear to be coming off of had to have been Perkins St. Frank Emerson was the engineer who did the survey.
